30 applicants for post of Member (PPP) in NHAI
Sudhir Kumar, a joint secretary in the Power Ministry is the frontrunner for the post of Member (Public-Private Participation) in the National Highways Authority of India (NHAI). Thirty persons including half-a-dozen officers

from NHAI and road transport itself have applied for the post which was created to specifically handle all issues related to PPP in the road sector. The post has been lying vacant ever since it was created about a year ago and it was only recently that the ministry had initiated the process to fill it.
Civil aviation ministry may relax eligibility criteria
Having failed to find a suitable candidate to head the directorate general of civil aviation, the civil aviation ministry might relax the eligibility criteria for the post. The DGCA is being headed by EK Bharat Bhushan, an IAS official. He was appointed last November for six months and was given an extension in May. The ministry plans to raise the age from 56 to 58 and relax the condition.

AI to hire COO again, but will go for an Indian
Air India, the ailing national carrier, has decided to hire a chief operating officer (COO) again. After burning its fingers last time when it offered a package of R3.1 crore, AI has fixed a salary cap of R1 crore for new COO this time. Also, it has decided that only an Indian will be selected for the top job.

UIDAI-plan panel officials spat comes in open
The uneasy relationship between babus of planning commission and unique identification authority of india (UIDAI) became apparent recently, when UIDAI’s director general RS Sharma accused a senior plan panel official of leaking information to media. The official hit back saying that UIDAI was not adhering to government norms and what media was reporting was factually correct.

The Unique Identification Authority of India (UIDAI) will need skilled manpower of 300,000 for making the Aadhaar project a success, a top company official has said. To meet this skilled manpower shortage, the authority has signed a memorandum of understanding with the National Skill Development Corporation to create a pool of trained workers for enrollment agencies of Aadhaar.

“To make the Aadhar project a success, you need skilled man power. For the ultimate rollout, we need 50,000 machine and it needs nearly 200,000 operators. Along with that we have to create a strong pool of 300,000 as there would be drop outs and we have to support the back end operations also. We have signed an agreement with NSDC regarding training of these people from our enrollment agencies,” said R S Sharma, director general of the authority. UIDAI would use NSDC trained workers for jobs like handling technologies and for other back-end operations of the authority.

 

“NSDC, through its partners can help empaneled agencies of UIDAI to address this challenge by developing a pool of adequately skilled and certified manpower at local level across the country,” the agreement said. 

The authority, headed by former Infosys Technologies co-chairman Nandan Nilekani, is responsible for implementing Aadhaar identity cards for about 600 million people by 2014. UIDAI started enrollment in September 2010 in the tribal village of Tembhli in Maharashtra.

A registrar of the authority conducts it through empaneled enrollment agencies.

Sharma said that UIDAI would issue Aadhaar cards to about 15 to 20 crore people this financial year and has issued 8.5 million cards till now.

The authority has about 300 permanent staff. “In an effort to cover every body under the programme, we have conducted camps for marginalised sections like poor, homeless and blind in some areas,” he said.

However, the manpower need is expected to decrease after some years. “Since, we are in the earlier stages of the programme, need for manpower shortage is high.

After sometimes, there will be machines at selected areas only,” Sharma said.

PUNE: Students from engineering and science colleges in the state will now compete with each other to develop an application software which the government will use to provide various services to the unique identification (UID), or ‘Aadhaar’, number holders.

The state department of information technology (DIT), which falls under the general administration department ( GAD), has announced a university- and state-level competition for college students to zero in on the best application software for the UID project. Moreover, projects prepared by the participating students will be treated as a part of their regular course activity.

‘Aadhaar’ is a 12-digit unique number which the Unique Identification Authority of India will issue to all residents. The number will be stored in a centralised database and linked to the basic demographics and biometric information – photograph, ten fingerprints and iris – of each individual.

The randomly generated number, devoid of any classification based on caste, creed, religion and geography, will go a long way in eliminating duplicate and fake identities in government and private databases.

Once residents enroll for ‘Aadhaar’, the service providers will no longer face the problem of performing repeated Know Your Customer checks. They will no longer have to deny services to residents without identification documents. Residents would also be spared the trouble of repeatedly proving identity through documents each time they wish to acquire a bank account, passport, driving license etc.

Aadhaar will empower poor and underprivileged residents in accessing services such as the formal banking system and give them the opportunity to easily avail various other services provided by the government and the private sector. The centralised technology infrastructure of the UIDAI will enable ‘anytime, anywhere, anyhow’ authentication. Aadhaar will thus give migrants mobility of identity.

On May 13, the DIT issued a government resolution (GR) detailing the format of the competition, starting with the formation of four teams, each comprising four students, at the college level; submission of the projects to the affiliating university; shortlisting of projects for the state-level contest, etc.

 

A state-level evaluation committee, comprising experts from the Indian Institute of Technology, Bombay and representatives of the ‘Aadhaar’ management unit and coordination department, will select the five best projects from the entries forwarded by the universities.

“We will soon announce an apt timeframe for the submission of projects for the university-level contest and the ensuing state-level contest,” DIT under secretary Santosh H Bhogle, who issued the GR, told TOI on Monday.

The director of technical education, too, has sent letters to all technical and science institutions asking them to encourage their students to participate in the contest.

Over 1,000 students were today conferred degrees at the 24th Convocation of Thapar University, here today. Nandan Nilekani, Chairman of the Unique Identification Authority of India (UIDAI), Pawan Munjal, Managing Director of Hero Honda and Gautam Thapar, President, Thapar University and Chairman, Avantha Group presided over the ceremony.

Abhijit Mukherjee, Director, Thapar University conferred the degrees to the graduating students. Gautam Thapar and Mukherjee also discussed Thapar University’s `Vision 2030′ with the students.
